Rumours of Humayun Saeed being the newest character on Money Heist have been circulating for a few days now. Now we don't like speculating so we waited until these was some depth to the statements. There wasn't.

The actor himself confirmed it via social media:

We are avidly awaiting the fourth season and all that it is bringing to us. Season 4 is set to air on Netflix sooner than you expect. The new trailer features a line, “Let the chaos begin” so expect to see a full on war waged at the opposition.

As for this being the last season.. nothing can be said because Pina and Martínez Lobato would not discuss the possibility of a fifth part because of confidentiality contracts, and only said that “Someone knows there will be a part 5, but we don’t”. There is no loss in hoping for a fifth, so all we can do is hope.
